PROFESSIONAL ACCOMPLISHMENTS
COMPUTERIZED POLYGRAPH (Forensic Psychophysiology)
Obtained Polygraphist status in 1991. Attended Maryland Institute of Criminal Justice, the FBI Academy School of Polygraph, and the U. S. Department of Defense Polygraph Institute. Conducted specific issue testing including suspects, victims, witnesses, and informants. Wrote department policies for polygraph procedures as unit commander; oversaw all quality control related to polygraph testing. Chosen to assist in polygraph testing for the Middlesex County Prosecutor's Office. Certified as a Polygraphist meeting all requirements thereof. Certified to conduct sex offender testing. Continual updating of polygraph training. Testing has included all areas ranging from theft to homicide. All testing is conducted in accordance with the American Polygraph Association guidelines. All training has been obtained through American Polygraph Association approved training facilities.
Executive Officer, Criminal Investigation Division
Two tours of duty. Overall command of up to 41 investigative personnel. Researched Division effectiveness and structure. Reorganized and rescheduled all components of the Division to operate more effectively and efficiently. Responsible for all criminal investigations.
Internal Affairs
Chosen as the first full-time Internal Affairs Commander. Supervised 1 full time Sergeant and 3 part-time Lieutenants; received complaints against police; investigated and reported directly to the Chief of Police. Prepared cases for hearings and criminal case trials. Testified for/against police officers at hearings and in court. Created all administrative forms; computerized the unit and adopted unit procedures.
Training
Obtained Police Teaching Certification in 1990 from the State of New Jersey. Instructed many members of the Woodbridge Police Department in various aspects of police work including search and seizure, crime scene procedure, arrests, obtaining and execution of search warrants, use of excessive force, and patrol procedures.
Criminal Investigations
Served as an undercover detective for investigations of narcotics, weapons, prostitution, and alcoholic beverage control violations. Assigned to the Middlesex County Narcotics Strike Force. Investigated crimes of homicide, robbery, theft, fraud, sexual abuse/ assault, aggravated assault, burglary, etc. Intercepted telephonic communications under court order.
Organized Crime Intelligence
Obtained, filed and disseminated information on various groups which were active in continuing acts of organized criminal conduct. Disseminated information to, and received information from local, county, state and federal authorities.
MILITARY SERVICE
Active duty with the United States Marine Corps which included one tour of duty in VietNam. Received an Honorable Discharge.
